Cause it was his idea to create a floating city that signifies America's glory So at the end of Infinite, Booker and Elizabeth went back in time and erased every single version of Comstock by drowning Booker (signifying him drowning during his Baptism), and the end credits scene shows that Booker is now safe and sound in his own reality as Comstock has been erased he never came for Anna, so that should mean now Booker never visited Columbia, as Anna was never taken from him since Comstock has been erased.
